How can i build a variable power supply with 0-10V DC output? - variable voltage power supply

Just a very simple circuit. NO VA. I have a one-transformer, rectifier, filter, regulator and a potentiometer. But I've encountered a problem was minutes maximum, if the setting potentiometer is read, when 0 V DC voltage, potentiometer suddenly burned. How do I solve this problem?
